Mr. Hopper was born December 8, 1932 in Jacksonville, FL to Albert Sheffield Hopper and Denise Gouin Hopper. He was a U.S. Navy veteran and retired City Clerk of Jacksonville.
He is survived by a sister: Theodora Hopper Almeida of Toccoa, GA.
Mr. Hopper was cremated and no services are planned at this time.
